Is just sanctioning of funds enough to develop infrastructure?

The long awaited approval and funds has come in for the process to start towards construction of the Mohkampur flyover. But at the pace at which things move, it may well be a few years before this flyover sees the light of the day!

Doonites have been facing a constant problem of lengthy traffic jams at the Mohkampur Railway Crossing since a very long time. The narrow road leads to major traffic pile up every day. Authorities have been planning to construct a flyover for many years now on this route but it is only during this new financial year that the State Government has approved the construction of this flyover. The State Government has sanctioned an amount of Rs. 29.13 crore to be paid as compensation to the affected shopkeepers & residents of that area in lieu of land acquisition

According to PWD official, Hariom Sharma, the State Government has sanctioned Rs. 29.13 crore in the first phase to acquire land in Mohkampur area in which 129 people will get the compensation. The flyover construction will start soon after the land acquisition formalities are completed, he added.

Not only this, State Government has also sanctioned an amount of Rs. 20.42 Crore to construct a four lane road from ISBT to Rispana Bridge. Tender to construct this road will be issued by 5th May 2012.

The moot point is: Is just approval and sanctioning of funds enough to develop infrastructure in the state? Should not there be some urgency and a time bound plan for implementing development plans?
